Léargas Annual Report 2024
“2024 was an exceptional year for Léargas. It marked the conclusion of our 2021–2024 Strategic Plan and the beginning of a new chapter for the organisation. As ever, we remain committed to our mission of enabling transformative learning experiences that connect communities in Ireland with Europe.
Across our programmes, participation continued to grow. We saw increases across every sector, with particularly strong growth in Erasmus+ Key Action 1 mobilities between 2021 and 2024. School mobility projects rose by 186%, while Vocational Education mobilities increased by 247%. Erasmus+ Youth mobility saw a particularly striking rise, growing from 11 projects in 2021 to 66 in 2024. In Adult Education, the number of Key Action 1 (KA1) projects expanded from 1 in 2021 to 28 in 2024, with many new and diverse organisations taking part in European learning opportunities for the first time.” Lorraine Gilligan, Executive Director

Our History
Léargas were established in 1986 to support international exchange and collaboration in the youth sector, mainly through European Commission-funded education and training programmes. In the succeeding years, we broadened our range from the youth sector to include formal and informal education and training. In addition to European programmes like Lifelong Learning and Youth in Action, we have run a range of nationally funded programmes such as the Education Equality Initiative and WorldWise, as well as joint Ireland-Britain programmes NcompasS and Causeway.

Léargas work under the remit of the Department of Further Education, Higher Education, Research, Innovation and Science. Our Executive Director reports to a Board appointed by the Minister.

“A highpoint for Léargas this year was participating in the ‘European Year of Skills’, an awareness campaign designed by the European Commission to highlight the importance of skills development in fostering social inclusion and empowering individuals to thrive in an ever-changing world. Celebrated across Europe, the European Year of Skills aimed to create a fresh focus on lifelong learning, while promoting the mindset of skills-development, reskilling, and upskilling. Léargas embedded this theme throughout our work all year and contributed by promoting skills development and lifelong learning opportunities through our various initiatives and partnerships. We see every day how European programmes like Erasmus+, European Solidarity Corps, eTwinning, EPALE and Youth Wiki foster skills development, and this year was an opportunity to reflect on and enhance those developments further.”

Over the year, we were able to shine a spotlight on the achievements of young people in all areas of society, to support their ideas for solidarity and participation in their communities.

We regularly see events on our TVs and devices that clearly tell us the boundaries between the international and domestic world are so blurred they need constant re-examination. “A mid-term evaluation of Erasmus+ found that the programme is more coherent, relevant and in ways more efficient and simpler than its predecessors. The evaluation also made a clear case for a stronger investment in education and training, with a new emphasis on the younger generations and the most vulnerable groups. As highlighted by Barbara Nolan of the EU Commission at our annual Forum, these measures form part of a broader political agenda to prioritise a more social Europe in the near future – particularly following the Gothenburg Summit and the adoption of the new European Pillar of Social Rights.
